The Infrastructure Grant

The infrastructure grant was created in February 2023.  NRS 279.566 requires that every redevelopment plan must provide for the participation and assistance in the redevelopment of property in the redevelopment area by the owners of all or part of that property if the owners agree to participate in conformity with the redevelopment plan adopted by the legislative body for the area. This program is designed to provide reimbursement for qualifying expenses incurred in upgrading blighted or dilapidated buildings within the city.  This program serves as a valuable incentive for property owners to invest in the improvement and rehabilitation of blighted or non-compliant buildings within the city. By providing reimbursement for qualifying expenses, the program encourages property owners to bring their properties into compliance with current codes and regulations, contributing to the overall safety and vitality of the community.

Eligibility Criteria: To participate in the program, property owners must meet specific eligibility criteria. The program is intended for buildings that have lost their legal non-conforming status and do not comply with current Elko City Code, including relevant portions of the International Building Code and/or International Fire Code, as well as the Americans with Disabilities Act.

Change of Use Considerations: The program focuses on situations where a change of use of the building has occurred, and the building's compliance with current codes and regulations is in question due to this change. For example, if a building transitions from one type of business use to another, it may need to meet new code requirements.

Qualifying Expenses: Property owners may incur expenses related to upgrading or renovating their buildings to bring them into compliance with current codes and regulations. These expenses may include construction costs, safety improvements, accessibility upgrades, and other modifications necessary to meet the specified requirements.

Reimbursement Process: The program operates on a reimbursement basis. The reimbursement is typically provided after the completion of the approved project and upon final inspection and approval by the City of Elko Building Department.

Participation Agreement: Property owners who wish to participate in the program are required to enter into a Participation Agreement with the City. This agreement outlines the terms and conditions of participation, including the scope of the project, eligible expenses, and the reimbursement process.

City Building Department Approval: Final approval for reimbursement is contingent on the City of Elko Building Department's inspection and approval of the project. This ensures that the upgrades and modifications meet the necessary building codes and standards.

The grant application periods are January 1st-January 31st and July 1st- July 31st every year.  The following forms will provide more information.
