Sealed bid proposals will be received until 3:00 PM, local time, on Friday, September 5, 2008, at the office of the Elko City Clerk; 1751 College Avenue; Elko, Nevada  89801, for the following:

Elko Water Reclamation Facility
Effluent Line Replacement Project – Phase 1

Bid proposals received after the above noted time will not be accepted.  Bidders mailing their bids assume the risk of late delivery.  Bidding documents, plans, specifications and contract documents can be obtained at the City Clerk's office, 1751 College Avenue, Elko, Nevada 89801 for a non-refundable fee of Seventy-five ($75.00) dollars.

Bid proposals must be submitted on the prescribed forms and accompanied by security in the amount, form and subject to the conditions listed in the Instructions to Bidders.  Bid proposals will be opened at City Hall immediately after the above deadline with the bid amounts submitted being read aloud by City Staff and interested parties present, if any.  All interested parties are invited to be in attendance at the bid opening.  All bids must be submitted in a sealed envelope and legibly marked “Elko Water Reclamation Facility Effluent Line Replacement Project – Phase 1”.  Bidders shall be hereby notified that a pre-bid conference will be held at 3:00 PM, on Thursday, August 28, 2008 at the Elko City Council Chambers located in Elko City Hall at 1751 College Avenue, Elko Nevada.  Attendance is mandatory for all prospective bidders.  Prospective bidders that do not attend shall be deemed ineligible to provide a bid for this project.

City staff shall thoroughly review all bids proposals for conformance with the contract documents prior to making a written recommendation for award to the Elko City Council.  The award may be made to the lowest responsive and responsible bidder.  The lowest responsive and responsible bidder shall be judged on the basis of price, conformance to specifications, bidder's qualifications, conformance to applicable sections of NRS Section 338, and the best interest of the City of Elko.  Each of above listed factors being considered.  The City Council may formally award the contract to the successful bidder at their regularly scheduled meeting in City Hall on Tuesday, September 9, 2008, after 4:00 PM, local time.

LABOR COMMISSIONERThe Nevada Labor Commissioner’s identifying number for this project is: PWP EL-2008-425.  NRS 338.013 requires that identifying number to be included in all Bids.

The City of Elko shall reserve the right to accept or reject any and/or all items specified in the bid proposal and further reserves the right to waive any minor technicalities in the preparation of these bidding documents.

Statement of Interest and Qualifications
For Airport Consulting Services

The City of Elko, City Council is formally requesting a Statement of Interest and Qualifications for professional services of one or more qualified airport consulting firm(s) over a five year period to assist the City in the performance of the following tasks for the Elko Regional Airport:
                                                                                                 

  • Prepare necessary applications and documentation for Federal Aviation Administration (FAA) grant funding; and represent the City in discussions with the FAA regarding the work program, grant requirements, and project documentation.
  • Provide airport and aviation-related planning services required by the City to include, but not limited to:
  • Preparation of the Airport Capital Improvement Plan (ACIP)
  • Preparation of the Airport Layout Plan (ALP)
  • Terminal Area Planning
  • Facilities Construction
  • Land Acquisition
  • Land Use Planning
  • Environmental Planning
  • Documentation
  • Provide airport and aviation-related design and engineering services as required by the City to include but not limited to:

 

  • Airport Design and Engineering
  • Value Engineering
  • Cost Estimating
  • Development of Plans and Specifications
  • Development of Bid Documents
  • Construction Observation
  • Project Coordination
  • Provide miscellaneous airport planning, engineering, operational and management support services as may be required from time to time by the City. 

A statement of your firm’s interest and qualifications regarding these tasks is herein solicited. 

The Statement of Interest and Qualifications should include detailed information regarding the consultant’s interest; qualifications; current relevant experience with planning and engineering of airports and airfield facilities and airfield improvement projects funded by FAA airport Improvement Program grants; and resumes of key personnel.  Selection criteria contained in the FAA Advisory Circular 150/5100-14 as amended, will be applied as follows: 

  • Understanding of the project(s) tasks(s) to be performed
  • Recent relevant experience
  • Ability to meet schedules and to work within a budget
  • Knowledge of FAA regulations, policies and procedures
  • Current workload and staff availability
  • Qualifications of project manager and key personnel assigned to the project
  • Qualifications and experience of outside consultants regularly engaged by the consultant
  • Professional references
  • Familiarity with the project(s) tasks(s) and the City of Elko

Please note that this request is for a Statement of Interest and Qualifications; a detailed cost proposal is not being requested.  Final project costs will be determined through negotiations with the selected firm.

Consultant submittals shall be brief and concise, containing no more than 35 pages of material.

Some of the services identified herein may not be required and the City reserves the right to initiate additional procurement action for any of the services not included in the initial procurement. 

The City assumes no obligation in the solicitation of this general statement of interest and qualifications and all costs of responding to this solicitation shall be borne by the interested consultants.

The City will evaluate all pertinent information and will endeavor to select the firm with which it will work from those firms submitting statements.  A short list will be developed from the submittals received.  Do not include estimated fees in the submission.  A schedule of fees will be negotiated with the selected consultant for the services to be performed under the initial FAA grant.  Subsequent fees will be negotiated as grants are obtained. 

If a selection cannot be made on the basis of the qualifications statements alone, the most qualified firms may be contacted for additional information and, if warranted, personal interviews. 

This Request for Qualifications is subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the provisions of Department of Transportation regulations 49 CFR Part 23 (Disadvantaged Business Enterprise Participation).  DBE firms are encouraged to submit. 

The consultant or subcontractor, by submission of an offer and/or execution of a contract certifies that it:

  • Is not owned or controlled by one or more citizens or nationals of a foreign country included in the list of countries that discriminate against U.S. firms published by the Office of the United States Trade Representative (USTR).
  • Has not knowingly entered into any contract or subcontract for this project with a contractor that is a citizen or national of a foreign country on said list, or is owned or controlled directly or indirectly by one or more citizens or national of a foreign country on said list. 
  • Has not procured any project nor subcontracted for the supply of any product for use on the project that is produced in a foreign country on said list.

 

Unless the restriction of this clause are waived by the Secretary of Transportation in accordance with 49 CFR 301.7, no contract shall be awarded to a contractor (consultant) or subcontractor who is unable to certify to the above.  If the contractor knowingly procures or subcontracts for the supply of any project or service of a foreign country on said list for use on the project, the Federal Aviation Administration may direct, rough the sponsor, cancellation of the contract at no cost to the government.
